Hazardous Chemical Agents (HCA)

HCA or "hazardous chemical agent" is identified as any toxic, harmful, corrosive, irritant or asphyxiant substance, or a mixture of such hazardous agents in the workplace, which is GHS-aligned. These HCAs can be in the form of dusts, fumes, vapours, mists and gases.

In terms of regulation 6 of the Regulations for Hazardous Chemical Agents, 2021, as incorporated under the Occupational Health and Safety Act, 85 of 1993, it is required to conduct air monitoring where the inhalation of an HCA is concerned. The legislation requires that a measurement programme be implemented and that air monitoring be done at least every 24 months. If the work environment is altered or a new HCA is introduced then the air monitoring should be redone.

It is advised that an "Assessment of Exposure" to HCAs be conducted, prior to an HCA measurement programme being implemented. It is a legal requirement in terms of regulation 5 of the Regulations for Hazardous Chemical Agents, 2021, that employers who are exposing their employees to HCA, conduct such an assessment, as least every two years.

Please note: It is expected of employers that are exposing their employees to HCA in the workplace, to align the assessment with the UN Globally Harmonized System (GHS) of classification and labelling of chemicals. The cut-off date for this is the 30th of September 2023. This will also mean that all your Safety Data Sheets (SDSs) for your chemical products, must also be in compliance to the GHS requirement.
